ADVERSE HEALTH EFFECTS
As measured by Spokane Wired with an "Accousitcom 2" RF meter, Small Wireless Telecom Facilities recently installed in our neighborhods are exposing people to at least 100 times more wireless radiation than neighborhoods without these WTFs. These levels of exposure, allowed within the guidelines of the FCC, have been shown in scientific studies to cause illness, oxidative stress, fertility problems, insomnia and cancer. The frequencies licensed for use by the telecom industry have never been proven safe, 5G included. These frequencies travel through walls, silently permeating every square inch of our homes and affecting the biology of all living things, including humans. Wireless pollution is an environmental toxin yet, unlike second hand smoke, it will penetrate walls and windows, entering every home and interacting with all life in its wake. It is an inescapable toxin. If your neighbor chooses to use WiFi, you too suffer the toxic effects. Those with electromagnetic hypersensitivity, a recognized disability in Sweden, cannot live in society due to the increasing proliferation of wireless technology.
DECREASED PROPERTY VALUES
Small cell towers also known as small cell communication facilities are unsightly and disturb the provincial esthetics of neighborhoods, lowering property values. Communities in California are stopping small cell facilities on this basis alone. As more home owners become aware that they are hazardous to health, those who are "in the know" will avoid these neighborhoods. The presence of these towers in early adopting cities, such as Spokane, may cause a significant exodus as more people recognize that their health is in jeopardy living in close proximityto these wireless facilities. In Spokane, along South High Drive, homes in close proximity to these newly installed towers were valued, on the Zillow estimate tool, at $600,000 to $1 million dollars in early 2020 (see photo made with Zillow tool on Feb. 21, 2020). What recourse do these home owners have when they try to sell their homes and discover that their resale value has diminished? What happens to property values when multiple homes go on the market near these communication facilities? Our city officials must do everything within their power to maintain local control over these right of way spaces so that the public may demand removal of these small cell towers if they are causing a decline in property value.

PRIVACY VIOLATIONS & SECURITY CONCERNS
Small Cell towers utilizing Sub-Ghz frequency up to the millimeter wave also pose security an privacy risks to our neighborhoods. Much like a bat uses soundwaves, called echolocation to sense their surroundings, closely located small cell towers can create a mesh of frequency that can detect objects in real time in our neighborhoods. Since there are no regulations in place to protect data that may be collected with this technology, citizens may be surveilled without a warrant in their homes and in their neighborhoods. With the constant challenge of cyber security, there is no guarantee that data will remain secure.
Of equal concern is the deployment of 5G millimeter phased array beamforming technology, which has the ability to target the transmission of the radio waves. Direct Energy Weapons also use millimeter wave phased array technology for crowd dispersal and control called the "Active Denial System" as demonstrated in this video by the US Marine Corp, by targeting the wave at a person, creating the sensation of extreme heat on the surface of the skin. Technology with the ability to beam frequency at a moving object is not appropriate for civilian neighborhoods. Again, this technology could be vulnerable to hacking. It is irresponsible, unethical and arguably unconstitutional to place phase array millimeter wave technology in neighborhoods for its potential to be misused as a targeted weapon on the free citizens of the Republic of the United States of America. Our Liberty and Security must be protected by our representatives at every level: local, state and Federal. What efforts are being made to account for this vulnerability?
SOLUTIONS: FIBER TO THE PREMISES
As our neighbors become aware of the risks associated with using wireless devices, our society will progressively lower our use of wireless technology, opting instead for wired technology. The safe way to stay connected to all that the internet has to offer is to connect with a wired connection. We promote Fiber to the Premises, meaning our homes, schools and businesses. Fiber to the Premises must be treated as a local utility and made available to all properties, urban and rural. Much like the Rural Electrification project of the 1930s, we must cooperate to bring Fiber Optic Internet Connection to all counties.
This can be accomplished through public private partnerships, cooperatives, municipal action, citizen action, electric cooperatives. In Pend Oreille county, the Pend Oreille Public Utility District has already made bold investments in the future of their county by installing Fiber Optic Cables throughout the county. This is infrastructure investment that will drive economic growth, expand access to information, support businesses and eliminate the need to increase wireless pollution. It is the prudent action to bring safe, wired connectivity to all people.
